Fighting for Adult Dental Medicaid Coverage
In January 2016 the Missouri Coalition for Oral Health and their partners helped to successfully expand MO HealthNet limited Adult Dental coverage, which had not been available since 2005.
This decision recognized a simple but important truth: oral health is health. Access to dental care can reduce chronic pain, prevent infections, support proper nutrition, improve confidence, and contribute to better physical and mental health outcomes.
Missouri’s Adult Dental Medicaid coverage is a critical investment in the health, dignity, and financial stability of low-income adults. Through MO HealthNet, eligible adults can access preventive services such as dental exams, cleanings, X-rays, and medically necessary treatment. These services do more than treat teeth—they help prevent pain, infection, missed work, poor nutrition, and avoidable medical complications before they become more serious and costly.
The benefit also makes strong fiscal sense. Without routine dental coverage, many Missourians are forced to seek help in hospital emergency departments for preventable dental problems. Emergency rooms are one of the most expensive places to receive care, and they often provide temporary relief without resolving the underlying dental condition. In 2013, Missouri recorded 57,641 emergency department visits for dental complaints, resulting in approximately $17.5 million in hospital charges.1
By covering preventive and routine services, Missouri gives adults a better path: timely care in the right setting. Exams, cleanings, X-rays, and medically necessary treatment allow providers to identify and address problems before they become infections, severe pain, or medical emergencies. This approach supports better health outcomes while helping reduce avoidable emergency visits and long-term healthcare costs for both Medicaid participants and the state.
The impact has been substantial. Since adult dental benefits were restored, approximately 282,000 adult Medicaid participants have gained access to covered dental services.2 Missouri has continued to build on this progress by adding routine adult dental exams.
MCOH has worked closely with MO HealthNet and the Missouri Dental Association to increase dental provider participation in Medicaid. Because of this work, in 2023 an additional 50,000 Medicaid recipients received dental benefits, and 184 new dental offices began accepting Medicaid patients—expanding access for people who previously had few realistic options for care. These numbers have increased in 2026 to more than 95,000 Medicaid recipients receiving dental benefits and more than 700 new dental providers accepting Medicaid.
These gains show why adult dental coverage matters. Missouri is moving dental care away from crisis-based treatment and toward prevention, early intervention, and routine care. Although the state has not publicly reported a definitive statewide percentage reduction in dental emergency room visits attributable specifically to Adult Dental Medicaid coverage, the program directly addresses a significant and well-documented cost burden.
Missouri’s benefit is stronger than coverage in states that limit adults to emergency dental services only, but there is still room to lead. States such as Oregon, Minnesota, Nebraska, and New Jersey cover a broader range of services, including crowns, root canals, and dentures. Expanding Missouri’s coverage further would help more adults maintain oral health, remain employable, avoid preventable suffering, and reduce costly downstream medical care.
Missouri has already demonstrated that restoring adult dental benefits was the right decision. Continued investment in Adult Dental Medicaid coverage would build on that progress by strengthening prevention, supporting provider participation, reducing reliance on emergency departments, and improving health outcomes for low-income adults across the state. In short, adult dental coverage is not simply a healthcare benefit—it is a practical, cost-effective strategy for protecting health, reducing avoidable costs, and helping Missourians live with greater stability and dignity.
