Session Overview: In just the first few months of 2025, the policy landscape has been rapidly evolving. Nearly constant updates are coming out of DC and states are well into their legislative sessions. We'll cover the implications of recent federal policy proposals for oral health, the ways that we can ensure that oral health doesn't get left out of national policy conversations, and the 2025 oral health policy trends at the state level.

Melissa Burroughs
Director of Public Policy, CareQuest Institute for Oral Health
Melissa Burroughs is the Director of Public Policy at the CareQuest Institute for Oral Health. She has been working in oral health policy for over a decade, and her role includes leading the organization’s policy, advocacy, and government affairs strategies. Melissa serves as the organization’s key policy expert and spokesperson with a particular focus on oral health coverage issues. Formerly, Melissa led the Oral Health for All campaign at Families USA, where she also worked on health policy issues related to Medicare, Medicaid, health equity, and health care pricing abuses.
